Media assessment for potential disaster areas, specifically how will the government and relief organizations distributing information?

Looking for a potential plan if power and essential communication services are either disrupted, damaged or destroyed. I know during Typhoon Yolanda the local population for the first few days had little to no information passed to them.
  • There are several organizations ramping up for deployment. NetHope, and Net Relief are two of them. The GSA Association (Europe will also send a team if required. They being the usual gear including Satellite, BGAN and local hot spot technology.

    This time around the National Amatuer Radio Association (HAM radio) radio group is prepared in advance. 150 team members are already deployed throughout the affected areas directly integrated with government agencies including the NDRRMC, DWSD, DOH and DND.
