The stop movement applies to all forms of official travel, such as permanent change of station, temporary duty and government-funded leave for uniformed and civilian personnel and includes personal leave and other non-official travel for uniformed personnel.
AFPC/DPMW implements and rescinds STOP MOVEMENT at the request of the Installation Commander of the impacted base/geographically separated unit (GSU)/personnel and coordinates this action with AFPC (DAFI36-3802). Some factors to consider when planning/initiating a STOP Movement include:

An evacuation is the authorized or directed departure from an area threatened by unusual or emergency circumstances in the continental United States (CONUS), at a non-foreign location outside the CONUS (OCONUS), or at a foreign location (JTR, Chapter 6). The Secretary of Defense, Secretary concerned, Head of the component (or his/her designee), Commander of the installation or the Coast Guard District commander, commander, Head, Chief, Supervisor of the organization or office may order or authorize an evacuation from a location in the CONUS or a Non-Foreign Location OCONUS within their area of authority (JTR Table 6.2.). JTR Table 6.3. identifies authority levels to evacuate from a foreign location. Refer to DAFI36-3802 for more guidance related to evacuation operations.
Key deployment-related factors to consider when planning an evacuation:
Potential Tropical Cyclone Eight is located 132 NM south of Sunny Point North Carolina moving northwest and is expected to make landfall in central South Carolina today. Could become Tropical Storm Helene
California Wildfires started 8 Sep 2024 and is located primarily in Camp Bonita Road East of Camp Williams and 11% contained. 2 Counties impacted are Los Angeles and San Bernardino. Cause is under investigation
Tropical Depression Gordon is located east-northeast of Barbados. Not yet approaching land.
