In order to gain access to Portal for ArcGIS on APAN, or simply just Portal. You have to request access for your APAN account to be added to Portal. But why you may ask? We have a limited number of licenses available that provide for the Creator capabilities that allow for the creation of content and data. More will follow as this documentation is built out as to what each Level of User and Roles are available for use. In short our governance is linked here.
