Personal Property Claims for Naval Personnel

FILING A CLAIM WITH THE NAVY FOR PERSONAL PROPERTY DAMAGE CAUSED BY SUPER TYPOON MAWAR

PLEASE VISIT THE DOCUMENTS LINK AT THE TOP OF THE PAGE FOR REQUIRED FORMS

1. If you suffered loss or damage to your personal property (vehicle, personal property, spoiled food) due to flood, high winds, or loss of power during Super Typhoon Mawar, you can file a claim if:
A. You are an active duty member, a reservist on active duty, or a civilian employee of the Department of Navy, and you are not considered a local inhabitant of the area.
B. The property was located in your assigned or authorized quarters, or located on base when it was damaged.
2. Claims packets for filing your claim with the Navy can be found on-line at http://www.jag.navy.mil. Click on “Claims” under “For Sailors and families” then select “Packets and Forms” on the right side of the screen. You will forward your claim to the Personnel Claims Unit (PCU) located in Norfolk, VA. The PCU help line is manned from 0630-1630 Eastern Time.

You may also obtain claims packets and submit your claim to Branch Legal Assistance Office is located in Barracks 1A on Naval Base Guam, on the first floor, next to Lockwood housing. Call 671-333-2061/2062 DSN: 315-333-2061 for more information or the Emergency Response Center located at the Charles King Fitness Center. Your claim will be forwarded to the PCU for adjudication.
3. If you have private insurance covering your loss, you must make a demand against your private insurance carrier, include a copy of the insurance settlement, and submit it with your claim package. If the damages total an amount less than your deductible, you simply need to attach a current copy of your declaration page
showing the deductible. You must provide a copy of the claim you filed with your private insurance carrier.

FEMA & Reporting home damages: 

  • This morning President Biden approved Governor Lou Leon Guerrero’s request for Individual Assistance from the Federal Emergency Management Agency (FEMA), which provides grants for homeowners and renters like rental assistance and money for home repairs. FEMA inspectors will perform home by home assessments to initiate the process to provide direct relief to our people. 
  • “We are appreciative of the work we’ve already accomplished with our territorial and federal partners and I’m happy to announce that more relief is on the way,” said Governor Lou Leon Guerrero. “As our community continues making progress towards recovery in the wake of Typhoon Mawar, I’ve been assured that Guam will be provided with every necessary resource for a complete and speedy recovery.”

Air Force Aid Society Assistance for Airmen and Guardians

HQ Air Force Aid Society (HQ AFAS) is providing the following for immediate assistance:

Grant: $600 to help with lodging, food, gas and other incidentals.

Eligibility:

*Air Force/Space Force members and their dependents

*Guard and Reserve Air Force/Space Force members (regardless of duty status) and their dependents

*Retired Air Force/Space Force members receiving retirement pay and their dependents

*Air Force/Space Force widows/widowers

*Dependent spouses and dependent-aged children of deceased Air Force/Space Force members (who died on active duty or in retired status).

Funds provided are for immediate need, but personnel will still be able to apply through normal process for additional assistance after assessment from FEMA, insurance and other resources. AFAS provides the emergency assistance to an applicant directly into their bank account through Zelle or ACH (funds transfer).  Also, they have coordinated with Sister Society-Coast Guard Mutual Assistance, should applicants encounter issues.  They are willing to assist through their local office (once up and running) to provide checks locally on behalf of AFAS, if required.

Military Base Statuses:

PRE-CAUTIONARY BOIL WATER NOTICE FOR NORTH TIPALAO AND BAY VIEW RESIDENTS
 
Effective this evening, June 1, a precautionary boil water notice is in effect for North Tipalao and Bay View neighborhoods onboard U.S. Naval Base Guam.
 
Water buffalos are currently available for potable water distribution at the Navy Exchange Parking lot. Residents must bring their own water containers.
 
Two additional water buffalos will be placed in the North Tipalao and Bay View neighborhoods for potable water distribution, tomorrow, June 2.
 
Our environmental team is closely monitoring our water supply and we are awaiting water quality results.

Naval Base Guam: Updated as of June 1, 2023 @1140est

Naval Base Guam (NBG) is in TCCOR 4 with modified operations. The installation is open to all DoD ID Card Holders. Issuance of new visitor passees is suspended.

  • Military Postal Service and U.S. Postal Service onboard NBG are OPEN.

- U.S. Postal Service is open from 8 a.m. to 3 p.m., Monday to Friday.

- Command pick-up is 8 a.m. to 11 a.m., Monday to Friday.

- Official Mail Drop-Off is 1 – 2 p.m., Monday to Friday.

- Hours and operational capability are subject to change without notice, pending power and internet availability.

  • The Guam Vehicle Processing Center (VPC) is temporarily CLOSED, due to power loss and facility damage. The office will reopen once power is restored.

- For members who had turn in appointments dating back to May 22, VPC has reached out via email regarding the closure and potential reopening of the VPC. Members should check their email for these messages. Once the VPC is open, email updates will be sent for all of the affected appointments to get them rescheduled accordingly. VPC is not able to process turn-ins at this time.

- For members who need to pick up their vehicle from the Guam VPC, no appointment is necessary, however customers must proceed to the Guam DMV to obtain a temporary operating permit before they can pick up their vehicle. As the Guam DMV office is also closed at this time, members can obtain a temporary operating permit from the Guam Revenue and Tax Office until the DMV reopens. Once they receive a temporary operating permit, the customer must then proceed to Guam Customs in the Port Administration Building where they will hand carry their completed packet to include the Temporary Operating Permit from the DMV, Proof of Insurance, and their Driver’s License or Passport. The customs office will provide a stamped PASSED Bill of Lading. The customer will need to bring the PASSED Bill of Lading, 5-day temporary permit, driver’s license, Power-of-Attorney (if applicable) and the origin VPC vehicle inspection form to the VPC office on NBG.

  • Area Orientation Briefing (AOB) – Inter-cultural Relations (ICR) is temporarily suspended.
  • Food Trucks - A& L BBQ, Sticky Fingers, and Sip and Dip are at the Main NEX Parking Lot from 10 a.m. to 6 p.m., daily. Credit, debit, cash transactions available.
  • NEX Openings and Hours

- Polaris Point, NCTS, Apra View, Naval Hospital, and NBG Mini Marts are OPEN daily, 8 a.m. to 7 p.m.

- Rank tabs and devices are available for purchase at the NBG and Naval Hospital Mini Marts.

- The NEX Dry Cleaners are OPEN for clothing and uniform pick-up ONLY. Customers who turned in dry-cleaning can pick-up their clothing by coming to the entrance of the NEX Main Store and letting a store representative know they are there for dry cleaning pick-up.

- Propane refills are AVAILABLE. Propane must be paid for at any of the open NEX Mini Mart stores. Pick-up location for propane refill tank is located outside of the Main Exchange. Receipt of payment must be presented upon refill.

- Wendy’s CLOSED due to generator issues

- NBG Gas Station OPEN 8 a.m. to 2 a.m. $40 purchase limit for fuel. Credit card, debit, and cash transactions are available. All customers should follow all traffic control measures and any established queues.

- Rainmaker water machines are available for use at NBG gas station and Apra View Mini Mart. Limit of FOUR, 5-gallon bottles. Machine utilizes coins ONLY.

- NCTS Barber Shop Open, daily 8 a.m. to 7 p.m.

**ALL items have purchase limits of TWO. Credit card, debit, and cash transactions are available. For NBG Mini Mart purchases only, customers do not have to queue in line but must find alternate parking safely.**

- Subway at NBG Mini Mart OPEN

  • Navy Marine Corps Relief Society is providing grants of $600 for families and $300 for single Sailors and Marines to cover needs caused by Typhoon Mawar. The grants are available to Navy and Marine Corps affiliated service members and retirees ONLY. Active duty dependents are eligible to receive assistance without the active duty spouse present. Sailors and Marines who are on Temporary Assigned Duty (TAD), are eligible for the $300 grant ONLY. An NMCRS representative is present at the Emergency Family Assistance Center (EFAC), located at Torpedoes and Tomahawks.
  • The following extensions have been pushed to the Visitor Control Center (VCC) and Security Staff for immediate implementation –Active Duty, Civilian and Contractor CAC, Dependent IDs, Retiree IDS will get 30 day extensions. DBIDS ID and Family House Guest Passes will get 15 day extensions. New DBIDS enrollment, all visitor passes, VHIC enrollment and new agent letters are suspended until further notice. The VCC is OPEN specifically for handwriting extension of these passes, from 9 a.m. to 3 p.m., Monday to Friday. Active Duty service members may also contact the USS Emory S. Land (AS-39) regarding CAC ID replacement. Issuance of new visitor passes is suspended.
  • American Red Cross (ARC) is offering information and referral services, emergency communication messages, critical community case management and disaster recovery items. An ARC representative is present at the EFAC is located at Torpedoes and Tomahawks.
  • The NBG Housing Office is OPEN from 7:30 a.m. to 4:30 p.m. For more information call (671) 333-2081/2
  • Boller Veterinary Treatment Facility (VTF), onboard NBG remains closed. Pet Health Certificates can be attained at Andersen VTF; contact 671-366-3205.
  • Pedestrians walking throughout the installation, are asked to ensure their visibility by either carrying a flashlight or wearing reflective or light in color clothing. Additionally, as traffic lights are not functional, they should be treated as a 4-way stop.
  • Department of Defense Education Activity (DoDEA) schools to remain closed for the remainder of the school year 22-23.

- Guam High School Graduation will take place as scheduled on Friday, June 2 at the Guam High School football field.

- Dates for pick-up of personal belongings at DoDEA campuses will be released at a later time

- For families PCSing, please ensure school as an accurate forwarding address

- DoDEA will be at the EFAC on Wednesday, May 31 and Friday June, 2 from 8 a.m. to 11 a.m.

  • Orote Commissary is OPEN daily from 8 a.m. to 7 p.m.

- No limits on produce and meat. All other items have a purchase limit of TWO, except cases of water which has a limit of ONE.

- Credit card, debit, and cash transactions are available. Cash back debit option, NOT available.

- Due to power loss during the typhoon, several chilled products including milk and eggs are NOT available at this time. Delivery pending.

- All customers should follow all traffic control measures and any established queues.

  • See something, say something. All housing residents are requested to ensure their homes and vehicles are locked before departing and before turning in for the evening. NBG Navy Security Forces is patrolling neighborhoods. If you see something, say something, safely flag down a patrol officer or call (671) 349-6241. If you do not have cell phone service, you should still be able to call 9-1-1.
  • Trash Pick-Up Services Resumed

- Trash pick-up services will resume beginning tomorrow. While the schedule is still pending, residents are asked to prepare their trash bins for pick up by placing them along the roadside.

  • NBG is working to disseminate information via flyer and posting at locations throughout the installation and housing areas, for those who are currently without access to cellular data and social media. If you DO have access, please help us get the word out by telling neighbors, co-workers and friends where the information will be available. At this time updates are posted at:

- various areas at Torpedoes and Tomahawks

- The Emergency Family Assistance Center (EFAC) at TNT

- Orote Commissary

- NEX Mini Mart at NBG and at Apra View

- Subway at NBG Mini Mart

- The NBG Chapel Office and the chapel breezeway

  • Child Youth Programs (CYP) is OPEN with limited operations:

- The NBG Child Development Center will be OPEN for dual military, single military or active duty with mission essential spouse. Children must already be registered. Hours of Operation, 7 a.m. to 5:30 p.m., Monday to Friday.

- Naval Hospital CDC remains closed.

- School Age Care (SAC) will be OPEN for dual military, single military or active duty with mission essential spouse. Children must already be registered with the center. Hours of Operation, 7 a.m. to 5:30 p.m., Monday to Friday.

**Note: SAC will be held at the NBG CDC**

- Teen Center services are canceled until further notice.

  • All NBG staff personnel should return to work beginning Tuesday, May 30. Personnel from all other commands should get in contact with their respective supervisors.
  • Torpedoes and Tomahawks (TNT) and Redoubt Bar are OPEN. Hours of Operation and additional facility information are as follows:

- Memorial Day Monday, May 29 – 8 a.m. to 1 p.m. and 4 to 9 p.m.

- Daily beginning Tuesday, May 30 – 6 to 9 a.m., 11 a.m. to 2 p.m., and 4 to 9 p.m.

- Food will be available for purchase with a limited menu. CASH only, SIK available.

- Air Conditioning is running.

- Navy NDVD movies will be shown.

- Pool tables, games, board games, and corn hole will also be available.

- Wi-Fi is NOT online, however phones and laptop charging areas are available.

  • The Emergency Family Assistance Center (EFAC) has been established at TNT. Take the TNT entrance on west side of the building and follow the blue arrows and signage. The following services will be available:

- NBG Legal Assistance Office

- Hours of operation are daily 6 a.m. to 9 p.m. Hours are subject to change, stay tuned for updates and future schedule.

  • The Naval Base Guam Legal Assistance Team reminds all personnel and families that in preparing your claim or real property damage due to Typhoon Mawar, remember to document any damage with photographs before you throw away any property or submit your claim. It is advised you reach out to your civilian insurance carrier as a first step to initiate the claims process. The NBG Legal Assistance Team will begin providing assistance with the following issues:

- Assistance and review of claims for personal property damage for members residing in government housing or work spaces due to the storm.

- Preparing claims and appeals with civilian insurance companies, delays in damage assessments, and inadequate or lapsed coverage.

- Assistance with claims/loans for property off-base under Federal Emergency Management Agency (FEMA).

- Representatives from the Legal Assistance Team are located at the EFAC. They may also be reached by calling (671) 333-2061. Due to current operating environment, expect response within 24 to 72 hours.

  • NBG Chapel is OPEN for Sunday Services

- 9 a.m. Catholic Mass

- 11 a.m. Protestant Service

- Services will be held in the open area behind the NBG Chapel.

  • The following support services remain OFFLINE and CLOSED at this time due to power loss and no generator supply:

- Navy Federal Credit Union, NBG Laundromat, NEX Main Store, Home Gallery, Home Center, Charles King Fitness Center and all MWR facilities except TNT.

  • The following support services remain OFFLINE and CLOSED at this time due to typhoon damage.

- Naval Hospital Guam and NCTS Gas Stations

  • Tenant commands and building managers should frequently check generator fuel status and report fuel levels below 50%, in addition to any water damage or repairs to Regional Call Center Marianas (RCCM) at 671-333-2011.
  • Boil water notice DOES NOT apply to NBG housing residents or DoD facilities onboard NBG and Naval Hospital Guam. Water conservation notice is still in effect.
  • All NBG residents are asked to safely collect green waste, including tress, shrubbery, branches, and coconuts and place them in their front yards. More information on disposal will be provided at a later time.

Visitors Center and Pass & ID
36 SFS Pass & ID Office will be operational starting 1 June 2023 for RAB issue, out-processing needs, and contractors directly supporting recovery operations. The office will be open from 8 AM-4 PM Monday thru Friday.
36 SFS Visitor Center will only be open from 6 AM-2 PM Monday thru Saturday for contractor pass renewals and DBIDS pass renewals. We are unable to create DBIDS Passes for new guests. Any individuals with expired passes or passes that will expire in the next 7 days will be honored until July 2, 2023 and reevaluated on a 30 day basis pending environmental factors. Specialty passes (Landowner passes, agent letters, caregiver passes) will continue to be honored in the same timeframe. Expired short term passes will not be honored. Thank you for your understanding and we apologize for any inconvenience this may cause in these trying times.
 
Andersen AFB personnel and residents are to consider available water as non-potable until further notice. Additionally, residents are advised to conserve water.

Boil Water Notice Tips: 

  • DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST.  
  • Bring all water to a boil, let it boil for three (3) minutes, and let it cool before using or use bottled water.  
  • Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice.  
  • Boiling kills bacteria and other organisms in the water.

Q: Base access
A: Access to Andersen is limited to CAC Holders (active, guard and reserve) their dependents and contractors (by exception) at this time. Retirees are not included at this time. This is NOT a permanent decision and we hope to revert back to our normal gate access procedures in the near future. Typhoon Mawar caused significant damage on the installation and it's been a constant struggle to get the bare necessities, fuel, water and food. We must take care of Team Andersen in order to continue our recovery efforts on the installation. You're still valued, but we're focused on the Airmen in these contingent crisis times. We plan to open the installation to all DoD ID Card holders on Wednesday, May 31.
Q: Commissary and BX?
A: Commissary and BX are open during regular operating hours. Commissary only has nonperishables, both the commissary and BX are working on refrigeration conditions.
Beginning Wednesday, 31 May until further notice:
AAFES and DeCA Facilities will be open exclusively to all Active Duty Military Personnel and their Dependents from store opening until 1200/noon.
AAFES and DeCA Facilities will be open to anyone authorized to use those facilities/privileges from 1200 hrs until close.
Q: What to do with wet carpet and mold in housing?
A: More to come from CES. Work with your chain of command.
Q: Pets - health certs and vet contact numbers. How are the pets? When will owners be able to retrieve them?
A: FSS Pet Lodge staff are in contact with the Army Vet. The Army Vet examined pets in the Pet Lodge on 27 May and attempts were made to contact owners regarding their pets’ status. Some owners were not reachable due to tele-communications issues. All pets located at the Pet Lodge are safe and being actively cared for! Owners of pets in quarantine will be able to pick up their animals once cleared by the Army Vet. Please contact the Pet Lodge to obtain the status of your pet 671-366-5020.
Q: What about dorm airmen? What is being provided to them since there is no AC?
A: Leadership teams are working on it. In the meantime Chapel 1, Chapel 2, USO and Gym have AC, and the chapels and USO have Wi-Fi.
Q: Trash pickup resuming on base?
A: Landfills off base are open again. Trash pickup resumed today, May 29 and will be back to its regular schedule. Additional dumpsters are being brought onto base and resident’s additional trash can be dumped in new or existing dumpsters.
Q: Debris pick up process? Also what does base clean up or island clean up look like?
A: Leave vegetative debris on the side of the road and CE will pick it up. DO NOT leave food on the side of the road, it attracts rodents and pests. Separate this from your regular household trash.
Q: And are there any ways people can volunteer on base to assist currently or in the future?
A: You can reach out to the Red Cross 877-272-7337 or 1-855-891-7325 organization to see if they are accepting volunteers and check Facebook groups for more information. Units return back to work 30 May and will be conducting cleaning efforts at/around their facilities.

A: Open every day of the week to all beneficiaries that have base access at this time. If you have an emergency, go to the nearest hospital.

Q: How do I file my claim?
A: Personal insurance through your provider. USAA says to use their app up to $500. AFAS will give you $600 (see Chief Taylor’s email). 36 Wing Legal has services available. Take pictures and document your damage. Also, they are bringing off-island support to setup a claims service center.
Q: Schools status
A: Done for the year. Guam High School graduation ceremony as scheduled at 5 p.m. Friday, June 2, at the GHS football field.
Q: Sports/Gym Access/Annex
A: The Coral Reef Fitness Center is currently being used a shelter; it is not available for workouts while actively used as a shelter. Availability of the Fitness Annex is TBD at this time due to facility conditions. We recommend utilizing the base track or other alternatives for your fitness needs. Fitness testing is a command program and commanders have the ability to waive as necessary.
Q: Cell Service and Commercial Wi-Fi
A: Limited service on base and we are working with providers to return services.
Q: How will information regarding shelter preparedness, weather updates, or services available be distributed to families in the future or currently? Especially, considering many needing to drive to other locations to access comms.
A: Email, Facebook, and town halls, NIPR is working at workstations
Evacuations:
Q: Being this is the beginning of the typhoon season, will there be any typhoon evacuation procedures in the future? (Previously had mandatory military evacuations for Cat 3 & above at FL locations and know other families who’ve evacuated from Guam previously for typhoons). If there are evacuations what will happen with people’s pets and what procedures would take place? If evacuation does take place, will families be provided with funds on GTC to support evacuation? And when would families return from evacuation (power/water restored for base or entire island?) If no evacuation procedures, will any shelters, supply pick-up, shower stations, water stations, or gasoline or propane stations be provided before or after a typhoon of any or certain categories in the future? As well as any transport aid or vehicle carpool for essential personnel?
A: The structures here on Guam are built to withstand these types of storms. There’s no plan, or doctrine nor capacity to do so at this time. More information is available on the AMC Website regarding space A and PCSing.
Q: What is the Air Force doing currently to support service members and their families or govt/contract employees?
A: Trying our best to restore power, AC, food, water and internet. Leadership encourages service members to apply for AFAS. COLA fight is still being fought. Leadership is advocating for all members here on Guam.
Q: Gas update?
A: Restoration efforts are underway.

Q: Why is there a stop movement order in place?
A: It’s a wing CC directive to allow recovery efforts to take place and remain a priority, those enroute to PCS to Guam are in emergency TDY status and are being taken care of. Inbound members are being granted entry to Guam on a case by case basis. We are making every effort to get outbound members off island. Additionally, we are trying to get our members returning to island from TDY or leave back to Guam.
Q: When is the expected time of recovery completion?
A: Members of Team Andersen are cleaning up around their work center and base in an effort to restore the installation back to its previous state. This effort will be on going.
A: Are the exercises still happening this summer?
A: Yes it may be inconvenient or uncomfortable but we are Andersen AFB and the geopolitical scene in the AOR has not changed. It takes more than a storm to knock us down. A: Although most residents and facilities on base have power and water, members are asked to conserve water as the power and water systems are not yet fully restored. For those on base who do not have power or water, contact your chain of command. Red Cross Supplies No longer available: ARC Supplies Unavailable at Village Mayors’ Offices: 

  • The American Red Cross (ARC), working alongside village mayors, provided emergency assistance items yesterday to residents whose homes were destroyed, due to Typhoon Mawar.  
  • At this time, the supplies are no longer available. Residents are advised to refrain from going to the village Mayor’s Office for these supplies and stay up to date with the latest information for other opportunities, once available.  

Emergency Shelters: Emergency Shelter Update:  

  • Effective immediately, emergency shelters will no longer be accepting residents who have been displaced by Typhoon Mawar.  
  • As shelterees begin returning home to clean and assess damages, the current shelter capacity has decreased to 815. 

Green Waste Disposal Updates: 

The Government of Guam’s green waste transition sites are open for residential green waste disposal. Each site is operational 6 a.m. to 6 p.m., 7 days a week. These sites will accept only green waste, vegetative waste, and yard trimmings. All other disaster debris including, but not limited to metallic waste, white goods, bulky household waste, household hazardous waste, and household trash will be REJECTED.

GSWA Service Update: 

The Guam Solid Waste Authority (GSWA) will be providing free trash collection services to all residents, including those who are not registered customers of GSWA.  

  

GSWA urges the community to take not of the following important information regarding trash collection services and other updates related to GSWA operations and typhoon recovery efforts which will be in effect for the next two weeks:  

  

  • Curbside Trash Collection for All Residents:  
  • Curbside collections will run from 3 a.m. to 7 p.m.  
  • GSWA will collect trash from all residents, including homes not registered with GSWA for free and for the next two weeks 
  • Residents who do not have GSWA issued trash carts must ensure that all trash is bagged and/or placed in a personal trash container and placed curbside for collection 
  • Customers who have GSWA issued recycle carts may use them for excess trash 
  • Unfinished collection routes will continue to the next day to ensure all scheduled areas are serviced 
  • Construction debris and green waste, including leaves, branches, trees, and plants will not be collected 

  

Temporary Suspension of Curbside Recycle and Bulky Waste Collection:  

  • Curbside recycle collection and bulky waste collection services are suspended until further notice 
  • Customers who have current bulky waste appointments will be contacted for rescheduling once bulky waste collections resume  
  • Bulky waste items such as appliances and furniture will be accepted free of charge at the residential transfer stations located in Harmon, Hågat, and Malojloj 

  

Residential Transfer Stations (Harmon, Hågat, and Malojloj): 

  • Free of charge for residential use for disposal of trash and bulky waste. 
  • Household appliances and furniture will be accepted.  
  • Open 7 days a week from 9 a.m. to 5 p.m. 
  •   

Replacement Trash Carts:  

  • Customers may obtain a replacement cart by visiting the GSWA Customer Service office  
  • A replacement fee of $74.75 must be paid prior to the reissuance of a cart. 
  • Cash or check payments accepted at the GSWA main office 

  

Due to the increase in waste volume and several roads still blocked by typhoon debris, some delays may occur. Collection routes will also be coordinated with the Department of Public Works and the Guam Power Authority as those agencies are conducting work along roads and to avoid any conflicts or disruptions during the recovery process.
