Dr. Alina Polyakova is President and CEO of the Center for European Policy Analysis (CEPA) as well as an adjunct professor of European studies at the Johns Hopkins University’s School of Advanced International Studies (SAIS).

Dr. Polyakova is a recognized expert on transatlantic relations, European security, Russian foreign policy, digital authoritarianism, and populism in democracies. She is the author of the book, The Dark Side of European Integration, which examines the rise of far-right political movements in Europe, as well as dozens of major reports and articles in outlets such as The Washington Post, The New York Times, The Wall Street Journal, Foreign Affairs, and The Atlantic, and others. She is a frequent commentator in major media outlets, such as Fox News, CNN, and BBC.

 Prior to joining CEPA, Dr. Polyakova was the Founding Director for Global Democracy and Emerging Technology at the Brookings Institution and prior to that served as Director of Research for Europe and Eurasia at the Atlantic Council. She has held numerous prestigious fellowships, including at the National Science Foundation, the Woodrow Wilson International Center for Scholars, and the Fulbright Foundation, among others. She also serves on the board of the Free Russia Foundation and the Institute of Modern Russia.

 Dr. Polyakova holds a Ph.D. and MA in Sociology from the University of California, Berkeley, and a BA in Economics and Sociology from Emory University.

Hal Brands Henry A. Kissinger Distinguished Professor of Global Affairs Johns Hopkins School of Advanced International Studies (SAIS)

Hal Brands is the Henry A. Kissinger Distinguished Professor of Global Affairs at the Johns Hopkins School of Advanced International Studies (SAIS) and a scholar at the American Enterprise Institute. He is also a columnist for Bloomberg Opinion. He is the author or editor of several books, including American Grand Strategy in the Age of Trump (2018), Making the Unipolar Moment: U.S. Foreign Policy and the Rise of the Post-Cold War Order (2016), What Good is Grand Strategy? Power and Purpose in American Statecraft from Harry S. Truman to George W. Bush (2014), Latin America’s Cold War (2010), From Berlin to Baghdad: America’s Search for Purpose in the Post-Cold War World (2008), The Power of the Past: History and Statecraft (co-edited with Jeremi Suri, 2015), and The Last Card: Inside George W. Bush’s Decision to Surge in Iraq (co-edited with Jeffrey Engel, Timothy Sayle, and William Inboden, 2019). His newest books are The Lessons of Tragedy: Statecraft and World Order, co-authored with Charles Edel, and COVID-19 and World Order, co-edited with Francis Gavin. Hal served as Special Assistant to the Secretary of Defense for Strategic Planning from 2015 to 2016. He has also served as lead writer for the Commission on the National Defense Strategy for the United States, and consulted with a range of government offices and agencies in the intelligence and national security communities.

Brad Roberts
Director, Center for Global Security Research at Lawrence Livermore National Laboratory

Dr. Brad Roberts has served as director of the Center for Global Security Research at Lawrence Livermore National Laboratory since 2015. From 2009 to 2013, he was deputy assistant secretary of defense for Nuclear and Missile Defense Policy. In this role, he served as policy director of the Obama administration’s Nuclear Posture Review and Ballistic Missile Defense Review and led their implementation. Prior to entering government service, Dr. Roberts was a research fellow at the Institute for Defense Analyses and the Center for Strategic and International Studies, editor of The Washington Quarterly, and an adjunct professor at George Washington University. Between leaving the Office of the Secretary of Defense in 2013 and assuming his current responsibilities, Dr. Roberts was a consulting professor at Stanford University and William Perry Fellow at the Center for International Security and Cooperation (CISAC). While at CISAC, he authored a book entitled The Case for US Nuclear Weapons in the 21st Century, which won the Choice Award for Outstanding Academic Title in 2016. His most recent publications are Toward New Thinking About Our Changed and Changing World: A Five-Year CGSR Progress Report, October 2020 and Fit for Purpose? The U.S. Strategic Posture in 2030 and Beyond, October 2020.
