Attached is the Mission Planning paper. We are trying to highlight several things with KEEL:
1. There is a need to provide cost effective mission planning to environments that have both human AND autonomous machine components
2. Whatever plans are created, they will have to be more adaptive than before, because things can change faster than before
3. If those plans are created in a manner that can be interpreted and executed by machines (without extra work), then the ultimate goal can be achieved
4. To create fully adaptable, operational policies where the force elements can execute the policies and self-organize to provide the best level of service within their capabilities.
