The California Military Department Human Resources Office (CMD HRO) is committed to providing ongoing HR development training for all Title 5/32 federal employees. Our vision is to improve organizational effectiveness by leveraging human performance improvement and by cultivating an environment of lifelong learning. Onboarding: Would you like to streamline your hiring process? If so, then please attend our onboarding class where supervisors and remote designees are given an overview of USAS Onboarding wherein we discuss roles and responsibilities, tentative/final offers, and forms.

Advance in Hire Rate (AHR): OPM issued new regulations regarding Advancing Pay Equity in Governmentwide Pay Systems, which amended the criteria for making salary determinations for newly appointed individuals.  Do you have a new employee or a candidate for a vacancy that you believe should be paid above the minimum rate (step 1) due to Superior Qualifications or Special Need of his/her services or skills?  If so, please attend our AHR class where we offer an overview of the state's new Advance-in-Hire Rate (AHR) policy and forms, what is required for AHR, and how 3R AHR is requested and approved.

Vacancy Announcement (VA) and Competencies: Are you having trouble finding the right candidates for your positions? Please allow us to help by offering our VA and Competencies class whereby hiring managers are given the opportunity to learn and understand the vacancy announcement process and the purpose of competencies, how they are used as qualification benchmarks within the selection process, and how to select the right competencies for a job, and finally dos and don’ts.

Resume Writing: Are you having trouble qualifying for a job? If so, please allow us to assist by offering applicants, employees, and hiring officials an opportunity to learn the basic requirements of a federal resume, how to develop a ‘winning’ resume, and lastly the dos and don’ts of federal resume writing.

Priority Placement Program (PPP): Are you a technician that’s being involuntarily separated and would like to continue working for the federal government? If so, please attend our training to learn the basic requirements of the DoD Priority Placement Program, how to apply, and the required forms.  

Permanent Change of Station (PCS): Are you relocating to a new duty station or being appointed to a federal position at your first duty station? If so, please attend our training to learn about relocation entitlements and benefits, roles and responsibilities, and an overview of the Permanent Change of Station (PCS) program for federal employees.

Veterans Preference: Are you planning to apply for a federal civilian position and believe you have veteran’s preference? Are you a supervisor who received a referral list containing veterans, but don’t know the adjudication or certification process? If so, please attend our training to learn the benefits of hiring Veterans, the purpose and adjudication of Veteran’s Preference, how to apply preference when submitting resumes for jobs, and how it is used to certify Title 5 applicants, and the requirements to Object and Passover applicants with veteran’s preference. 

Strategic Recruitment: Are you a hiring manager and experiencing recruitment challenges? Do you need help attracting, locating, and hiring qualified candidates and building a high-quality workforce.  If so, please attend our training to learn recruitment strategies such as but not limited to, candidate engagement, talent sources, campus recruitment, and recruiting and retention tools to build trust between your agency and the talent you’re seeking to hire.

Pay Flexibilities to Recruit/Retain: How would you like to improve your organization’s recruitment and retention process? To do so, please attend our Pay Flexibilities to Recruit/Retain class where we offer an overview of recruitment, retention, and relocation (3R) incentives, Advance-in-Hire Rate (AHR) and Superior Qualifications/Special Needs (SQA) Pay Setting Authority, and Student Loan Repayment Program (SLRP), including when to use pay flexibilities to recruit and retain employees, what is required for each pay flexibility, and how each pay flexibility is requested and approved.

Trial Period in the CMD: Are you a current permanent employee on a trial period or a new hire and you are unsure of the requirements for trial period?  Do you have prior federal service which you believe is creditable towards your time in your current position?  If so, please attend our training to learn what the trial period and creditable service requirements are for CMD military technicians and civilian employees.

 

 

 

 

LABOR & EMPLOYEE RELATIONS

Introduction to Employee Discipline: Are you unsure as to how to properly address employee misconduct? If so, please attend our introductory to employee discipline class where we coach supervisors and managers on how and when to address employee conduct issues, appropriate use of counseling, letter of reprimand, proposing and deciding officials, and HRO’s role in the process.

Appraisals: Are you unsure of how to initiate and complete an employee appraisal? If so, please attend our appraisal class where we cover appraisal due dates, dos and don’ts when it comes to rating and developing critical elements, and what is required for a Performance Improvement Plan (PIP).

Labor Relations Basics: Are you unsure as to what your rights are as an employee or as an organization? If so, please join us during our labor relations basics class where we discuss the difference between represented and excluded employees, union rights and obligations for supervisors and management, duty to bargain, negotiated grievance procedures, formal discussions and official time, and lastly past practices.

LIUNA Contract Refresher: Are you unsure of your rights and what the laws, rules, and regulations are as it pertains to your (Army) technician position? If so, please join us for our LIUNA Contract refresher training. NOTE: the LIUNA Contract governs Army technicians only.

ACT Contract Refresher: Are you unsure of your rights and what the laws, rules, and regulations are as it pertains to your (Air) technician position? If so, please join us for our ACT Contract refresher training. NOTE: the ACT Contract pertains only to the 129th RQW, 146th AW, 144th FW, and 163rd ATKW (but not the 195th Wing).

 

 

 

 

EMPLOYEE DEVELOPMENT

Career Development & Planning: Do you need help establishing a development path for yourself and possibly for your employee? If so, please attend our career development and planning class where we cover different types of training, such as formal, informal, and mandatory training, as well as the proper use of an Individual Development Plan (IDP) for documenting and tracking one’s training progression.

 

EMPLOYEE BENEFITS

Army Benefits Center—Civilian (ABC-C) Open Season: With Open Season fast approaching, learn how to sign up for your Federal Benefits (Health, Dental, Vision, and Flexible Spending Accounts).

Army Benefits Center—Civilian (ABC-C) Non-open Season: Learn how to maximize the Army Benefits Center—Civilian website and how to sign up for Federal Benefits.

Absent-US & Return to Duty: Learn the correct process and impact on your benefits when you take a military leave of absence from your technician duty for 30 days or more.

Awards Program: Are you unsure as to how the award program works? If so, please attend our awards program class wherein we discuss available awards and their eligibility criteria, award types and use, when to request an award, and rating and non-rating-based awards.

Electronic Official Personnel Folder (eOPF): Learn how to access and login to eOPF. We will also cover how to review your documents for accuracy, and common errors to avoid.

Leave Program: Are you not all that familiar with the leave program and process? If so, please join us for our leave program class where we offer an overview of advanced annual leave, the sick leave program, the voluntary leave transfer program (donated leave), paid parental leave (PPL), and the family and medical leave program (FMLA).

Leave Without Pay (LWOP) & Return to Duty (RTD): Learn the reason(s) for going on personal LWOP, how to complete both the LWOP and RTD checklist, and your benefits and entitlements.

Service Computation Date (SCD): Learn the importance of your SCD and how it determines an employee’s eligibility for specific benefits or entitlements. We will also go over the five different types of SCDs: 1) Leave, 2) Retirement, 3) Thrift Savings Plan (TSP), 4) Reduction-In-Force (RIF), and 5) Civilian.

How to Make Open Season Elections: The Federal Benefits Open Season only happens once a year and runs from November through December each year.  During this time employees can enroll, cancel, or make changes to their enrollment for the following benefit programs: Federal Employees Health Benefits (FEHB), Federal Employees Dental and Vision Program (FEDVIP), and Flexible Spending Accounts (FSAFEDS). Please join your HRO Benefits team while they go over the Army Benefits Center-Civilian (ABC-C) and BENEFEDS websites as well as showing employees how to make open season elections.

Military Buyback: Do you need to buy back military service and thereby have that time added to your technician time/retirement? If so, please attend our training and learn the five steps to complete your Military Buyback. The process takes months; please start it as soon as possible.

OWCP: My Employee Is Injured–Now What: A supervisor’s worst fear is one of their employees getting injured on the job; therefore, our Employee Benefits team will be hosting training on the Office of Worker’s Compensation Program (OWCP). We discuss various processes, forms, benefits, and entitlements.

OWCP: Claims in ECOMP/Supervisor’s Checklist: Learn the supervisors’ responsibilities when reviewing claims within ECOMP.

OWCP: Continuation of Pay (CoP): Learn what entitlements and eligibilities employees have while using COP. We will also go over the Supervisors duties when an employee is on CoP.

Paid Parental Leave: Learn about eligibility, forms, supervisor duties, tracking usage, and how to initiate a request.

Qualifying Life Event (QLE): Learn what a QLE is. We will also discuss documents that should be updated, benefit elections that can be changed, and how long you have to make the elections.

Retirement: Technician Separation: Learn the difference between voluntary and involuntary separations from the federal government. We will review the required paperwork that needs to be submitted to HRO for each type of action. We will also provide information about technician benefits at separation.

Retirement: Thrift Savings Plan (TSP): Learn how to make new elections, TSP spillover (catchup), and the new limits for 2024.

USERRA: Have you ever taken a military leave of absence or wondered how this might affect your technician status? If so, please join us for our USERRA training and learn the correct process and impact on your benefits when you take a military leave of absence from your technician duty for 30 days or more.

 

WORKFORCE MANAGEMENT

Request Personnel Actions (RPAs): Do you yourself or an employee require personnel actions that you might be unaware as to how to initiate and process? If so, please attend our RPAs class wherein we discuss what documents are required for RPAs, what remarks are required for RPAs, how to properly route an RPA, and the RPA workflow.

Position Descriptions (PDs): How would you like to learn the key and otherwise important aspects of a position description? If so, please join us for our position description class wherein we cover what a position description is, the different sections and requirements within PDs, and where PDs come from.

ARNG Resource Management: We discuss how to properly process, route, and annotate notes in an RPA; how your authorizations are calculated; how to request/establish a new position; and how to begin a request to backfill an upcoming loss.
