38G 6/C Inst Alignement Efforts

Last week Jonathan Lipow (To be commissioned shortly), LT Neal and I discussed the institutional alignment efforts for 38G/6C.   Here is the email that discussed the way fwrd...... I've also attached the letter LT Neal is kicking off the conversation with the Feds with.....

Gentlemen,

In regards to our conversation.  Here is what we agreed on:

The objective is to have the Federal Reserve, University of Pittsburgh and UC
Berkeley enter into an MOU together, or separate MOUs, in order to support
the 38G 6/C CA Professionals.  Luke will take the lead on speaking to the NY
Fed and University of Pittsburgh.  Jonathan will begin discussing the
opportunity with UC Berkeley. 

I have attached a couple of files that will assist in your efforts.  Please
modify the documents and create your own message that is personal is 38G 6/C
specific.

-  Attachment 1:  The signed MOU with the Smithsonian.  Future MOUs will be
tailored for the specific institution and SI.

-  Attachment 2:  A brief intro document I sent to a number of the original
10 schools that began the original conversation.

-  Attachment 3:  The formal proposal I received from UW that proposes they
are the lead on the Environmental SI. 

-  Attachment 4:  Letter from the Chancellor of UW requesting these schools
give us the time of day. 

A couple of things to keep in mind:

-  The Spec Ops Command's JFK Special Warfare Center (SWC) was supposed to
be doing these types of alignment.  It's not in their wheel house (as they
would also admit) and we have a letter of intent drafted which will have SWC
delegate USACAPOC as the Executive Agent in recruiting partner institutions.
We can go forward and I suspect that LOI will be signed by the time this is
ready.

-  We will not be the team directly proposing to USACAPOC.  We'll put this
all on a silver platter and then brief 351 CACOM and 353 CACOM on the
opportunity.  Their Commanders will then delegate an Officer within their
Commands to match up the capabilities of the institutions and the overall
partnership with their mission requirements.

-  351 and 353 would present the opportunity to BG Coggin the USACAPOC
Commander.  With his and SWC sign off a public MOU signing would be
scheduled and collaboration with the institutions will move forward.
