6C Topics for Discussion and Research

Hello 6C team. I wanted to start a discussion space where we could contribute what we know or wonder about regarding various topics that pertain to CA operations. My thought is that these informal discussions may offer insight to others in the future, say as they reach back for support from the field, or be the source of future research. If you have experience regarding a topic that you would like to share or one that you are interested in knowing about, please post it.

Informal Economies: A leak in the system or force for stabilization?
Often, when we consider informal economies we think of a drain or “leak” in the system. Not necessarily illicit, but undeclared, un-regulated, and untaxed economic activity. Given that this section of the economy can be significant, I wonder if this activity is (or could be) a stabilizing force during development and periods of transition. If understood, can it be used to support CA goals in that environment? What would be the issues to consider with respect to the relationship with a host government where governance is impaired or developing. Going even farther, what about in a resistance scenario where the allied government is in exile or underground?
