DCE Training Plan

IAW USINDOPACOM DCO/E Instruction 3025.23, July 22 2016. (Going through updates) training for DCO and DCEs will occur in two stages: Initial training and Sustainment training.

Initial Training: Built in four modules that provide the framework for the initial CERTEX and EXEVAL. These modules will be completed within 90 days of the DCO assuming responsibilities.

  • Module 1: DCO/E Orientation. Provides baseline capabilities to accomplish DCO/E mission.
  • Module 2: FEMA on-line academics.
  • Module 3: DSCA PH I and II Courses. Includes Post-course continuing education alumni program.
  • Module 4: CERTEX/EXEVAL training. DCO/E physical setup with communications, a CERTEX consists of a full day of academics, DCE internal training, and a CPX designed to demonstrate the performance of the duties and functions of internal DCO/E operations

Sustainment Training. Vital to the DCO/E’s ability to maintain currency for future operations. Waivers for sustainment training will be considered on a case by case basis and approved by the Deputy Commanding General (DCG) USARPAC (NG). Sustainment training consists of the following:

  • Internal team training events.
  • Participation in other regional CERTEX/EXEVALs, USARPAC and INDOPACOM Table Top Exercises, and other regional or state/ territories exercises.
  • Continuing education to include independent study and resident courses.

The following courses are the minimum recommended which can be enhanced by the DCO/E yearly training guidance:

  • Pacific Executive Leaders Program - Center for Homeland Defense and Security (CHDS) Naval Post Graduate School for Homeland Defense and Security.
  • Certified Emergency Manager and Associate Emergency Management courses.

 

Initial Integration

  • INDOPACOM & USARPAC Staff Orientation visit
  • Initial counseling with DCE-East (USARPAC) and DCE-West (PACFLT)
  • Orientation to RRCC, COCOM, TJJFLCC, State/Territory EM EOCs and IPC JOC (where applicable)
  • Participate in a Certification Exercise (When Required)
  • Participate in a collective training or Mission Rehearsal Exercise (MRE), e.g., Makani Pahili, Matagi Ma Savili, Pacific Wave, Lightning Rescue, Vigilant Guard, Ardent Sentry, Typhoon Pakyo.
  • Participate in NSE, NSSE or other real-life emergency or disaster event.
