Layer Upload

I have publisher rights and yet cannot seem to get layers to upload correctly. I know I am doing it correctly as I have logged out and logged into another ArcGIS account and was successful there with the same files. It shows up in my content here but I always receive an error when trying to load; during "Creating Service" I always receive "There was an error.". Am I missing something about ArcGIS capabilities on APAN?

Eli, we see your attempt to upload and it shows that the country AOR ZIP file is missing the dbf file. Check your file and try again.

I just verified the .zip does have the dbf file inside and tired again; same result. I am able to upload them to a separate GIS server without issue. Francis Regan is having the same issue with different files from his own builds as well. If you have an email I can send it to you to verify the results.
