The early 1990s was a pivotal period for Russia. The decade began with the collapse of the Soviet order and was followed by a prolonged period of national weakness and disorder, and a loss of national confidence. While by the mid-1990s Russia remained in a greatly weakened state, the contours of a post-Soviet Russia were already emerging. In this presentation, the key developments during these crucial years will be examined focusing on four main areas; the emergence of a Russian national identity, the foundation of a political-economy primarily around resources, the emergence of a new political order across Russia, and the consolidation of an elite consensus about the core directions of Russia foreign and security policy. Ultimately, it was to be these key developments during the first half of the 1990s that helped to define Russia’s subsequent national strategic goals when Vladimir Putin rose to power at the end of the decade.

Dr. Neil Melvin

Director, International Security Studies

Expertise: Horn of Africa, International Security Studies, Russia, Europe, Africa, Pacific Emerging security politics of major powers, Horn of Africa, Indo-Pacific, Russia and Eurasia, UK foreign and security policy, European security.

Dr. Neil Melvin is Director International Security Studies at the Royal United Services Institute (RUSI). His current research is focused on emerging international security dynamics in key regions around the world, notably Europe and Eurasia, the Gulf and Middle East, East Africa and the Horn, and the Indo-Pacific. His recent publications have focused on the new external security politics of the Horn of Africa and Indian Ocean, and the Black Sea region.

Prior to joining RUSI, Dr. Melvin was Director of the Armed Conflict and Conflict Management Programme and then Director of Research at the Stockholm International Peace Research Institute (SIPRI). He has held senior adviser positions in the Organisation for Security and Cooperation in Europe, the Energy Charter, the European Union, and has been a consultant for the United Nations. Dr. Melvin has also held positions at the Centre for European Policy Studies and Chatham House, as well as several universities.

Dr. Melvin holds a DPhil from Oxford University. He has been a visiting fellow at the Davis Center for Russian and Eurasian Studies at Harvard University and the Department of Government of the London School of Economics.
