Dr. Andrew Monaghan is a PhD in Russian foreign and security policy. He has more than 20 years of experience working in and with leading public policy/military, academic/think tank institutions, including NATO, the University of Oxford, Chatham House and the Royal United Services Institute in London, and the Wilson Center’s Kennan Institute in Washington, D.C.
