Needless to say, this tool will make it easier for bad actors to weaponize the genome as well, perhaps though genetically engineered superbugs...but perhaps through more "creative" ways, like altering transplant organs or blood for transfusions to cause, rather than cure, some terrible disease (not sure these would be communicable, so this might be a very specific application for targeted assassinations).
How--besides these conversations--do we get the right people thinking in the right ways to identify the kinds of new risks that have never existed before to maximize our chances of foreseeing and preempting such novel attacks: of avoiding strategic surprise?
