Dr. John Hoven is an innovation broker between those who do qualitative analysis and those who need its capabilities for operations and assessment. He recently retired after 40 years analyzing complex, dynamic relationships in merger investigations, as a qualitative micro-economist in the U.S. Justice Department's Antitrust Division. Dr. Hoven earned a Ph.D. in economics from the University of Wisconsin at Madison, an M.S. in physics from the University of California at Berkeley, and a B.A. in mathematics and physics from the University of Montana at Missoula.

Dr. Hoven will discuss how the use of qualitative analysis can be used as a capability in the future Operational Environment for: finding answers to questions we are too clueless to ask; and second, causal inference – hypothesis testing and assessment – within a single unique context. The core strategy of qualitative analysis is fast iteration between information-gathering and analysis, rapid-fire experimentation that generates rapid learning. He will then link how these methods can build upon the concept of “Every Soldier is a Sensor” to facilitate in-depth understanding of cause-and-effect in ill-defined, one-of-a-kind situations where unknown-unknowns are likely to be present and important.  

This talk is part of TRADOC's Mad Scientist initiative. Mad Scientist comprises a series of events to help the Army think about the evolution of the Operational Environment (OE), the effects of all aspects of technology on the future of Armed Conflict, continuously learn, adapt, and innovate, and allow for broader engagement in problem solving. The current series is focused on the Human Dimension 2025 and Beyond.
