Friends and colleagues:
As we prepare for this year exercise, Africa Endeavor 2013 (AE 13), one of the things we are concentrating on this year is the evaluation of our efforts in the planning of the exercise, in the training offered at the exercise, in the execution of the exercise and in the assessment of the exercise.
The following five grading standards are proposed to be used:
STANDARDS DESCRIPTIPON
Greatly exceeds (10) Greatly exceeds mission needs, quality level or testing expectations
Exceeds (8) Exceeded mission needs, quality level of tests expectations
Meets (6) Met mission needs, quality level or test expectations
Partially meets (4) Met some mission needs, quality level or test expectations
Does not meet (2) Did not meet mission needs, quality level or tests expectations
The grading will take place for each of the ten (10) Measures of Effectiveness that we have so far identified. The results will then be transferred into a thermograph which will translate into a color graph the effectiveness of our collective efforts.
I am soliciting you comments on this proposal, both negative and positive, I am further soliciting any and all suggestions as to improve the assessment process.
Best Regards,
Patrick Ganne
