Friends and Colleagues:

As the passage of time from AE 13 grows, it might be a good thing to reflect on the evolution of Africa Endeavor over the past five years.  In Gabon, we essentially conducted radio checks and verified LAN/WAN connections.  In Ghana we paid a lot more attention to the interoperability of the equipments.  In The Gambia, we began conversations about human interoperability.  In Cameroon we began the consideration of procedural interoperability.  I think that we can safely say that in Zambia, we established some level of procedural interoperability.  

So what next, clearly Cyber Warfare has been identified as an issue to be addressed in the immediate future.  Another issue that has been only briefly mentioned in passing but looms like the proverbial 500 kilos gorilla in the room, is the issue of encrypted HF communications.  It is in the same vein as Information Assurance, the security of communications but faces equipment limitations to interoperability as opposed to the procedural limitations of Cyber Warfare. 

Do you share the view that at some point we must address the question of encrypted HF communications or do you feel that it is an issue that best be left alone.
