Friends and Colleagues:
Concurently with the development of the scenario, your Africa Endeavor Team has been hard at work developping measures of performance and measures of effectiveness that will be used during the course of Africa Endeavor 2013. We have been applying them, where appropriate, to our efforts of Africa Endeavor 2012 with the aim of developping a baseline against which we will be able to demonstrate our accomplishments for Africa Endeavor 2013 and subsequent years.
You will all have the opportunity to review our efforts in the development of these measures of performance and measures of effectiveness at both planning conferences. We will be soliciting your advice and counsel so as to further refine them.
