Hodgkiss comments on Spaceplanes for National Defense White Paper (Feb17)

I finally had a chance to read this document today and capture comments as "sticky notes" in the PDF file.

My comments are based on my 30-years working National Security Space programs, including two tours at the Pentagon.  They're also based on research I did for my AWC Professional Studies Paper 10 years ago, and my experience my High School Debate Team. Some of them may therefore appear to be pretty sharp; they're offered in the spirit of providing critical feedback to improve the arguments for pursuing this exciting idea. 

Realistically, the current version won't "survive first contact" at HQ AFSPC, HQ STRATCOM, the NRO or inside the DC Beltway.  With some additional research and updates, it may find receptive audiences with key stakeholders.
