Hello APAN Users,

In an effort to stay in compliance with DOD requirements, effective Tuesday 3 September 2024, all community owners requesting CUI approval for their communities must complete and submit their Controlled Unclassified Information (CUI) Training certificate before a New CUI Request or a CUI Renewal will be processed.

CUI training is a yearly requirement for all DoD personnel with access to controlled unclassified information.

  • Hello Tony,

My apologies for any confusion the post may have caused. I will try my best to clarify.

    • "This course is mandatory for all DoD personnel with access to controlled unclassified information." -- This quote came directly from the Center for Development of Security Excellence (CDSE) training at

DoD Mandatory Controlled Unclassified Information (CUI) Training securityawareness.usalearning.gov/.../index.html  you can also reference DOD Mandatory Controlled Unclassified Information (CUI) Training IF141.06 www.cdse.edu/.../

    • CUI training is a DOD requirement.  This training is not created by APAN.  The APAN team to include government personnel are also required to complete CUI training.

    • Your comment "We have our own training that we have to take and can provide the certificate. " -- that is perfectly acceptable, I mentioned in the 2nd on the blog post above "Training certificate from any DOD Organization will be accepted" as long as users are able to provide a valid CUI training certificate, we will accept that as proof of training

    • Regarding the concern "Are you saying members outside DoD, to include coalition partners and other USG, have to take your CUI training before being provided access to a CUI site?" -- NO, This CUI training is NOT APAN Training, it is required DOD training. In order for coalition partners to have a CUI approved community, they must have a DOD sponsor, the DOD sponsor will be required to provide their CUI training certificate

    • Regarding your comment "Foreign Disclosure Office must review and authorize CUI content before it is released to the authorized partners.  What do other FDO offices say about that?" -- I don't know what other FDOs say about that but CUI training for DOD is completely separate from FDO duties and the APAN instruction to provide a CUI training certificate does not cancel FDO review for release of information to DOD partners. I suggest speaking with your organizational FDO for additional information.

I hope this is helpful.  If you need additional information please email me direct and I will forward your concerns to the APAN Technical Director and Capability Lead.
