APAN uses SharePoint 2013.
APAN will likely move to SP 2019 next.
Quick Launch is a menu of links that can appear on the left side of each page in your SharePoint site. When it is displayed, it can help users navigate to important content. Site Owners can adjust or edit the settings so that the Quick Launch menu is either enabled or hidden.
If you are an owner, you can edit the links.

If the SharePoint site you are a member of has a subsite, or child site, associated to it you will see it at the top of the navigation, above the site’s title.

Click on the link to go to the subsite, or child site.
To go back to the parent site, click the logo or name of the parent site.

In the upper-right corner you will find all of the action or management buttons. Some of these used to be in the upper, left corner.
