In order for a proposal (R&D or CSP) to be considered for or to receive funding, the investigator’s organization will need to register at the SAM website (https://sam.gov/). AFOSR cannot award a grant without an active SAM registration. SAM registration requires renewal on an annual basis, but that renewal is usually straightforward if accomplished before the annual expiration. Maintaining an active registration for the entire period of performance is a required condition of the grant.
The institution business office representative should register on behalf the of the institution (university, national laboratory, non-profit research center). Prospective principle investigators should not register themselves.

Formal grant submissions must be done through Grants.gov (https://www.grants.gov/). DO NOT SUBMIT MORE THAN ONE PACKAGE OR SUBMIT EDITS TO AN EXISTING PACKAGE.
