02 - SAM Registration – Critical pathway to receiving funding

Even though an institution may have NCAGE and DUNS information, EOARD funding processes have changed; CCR has been superseded by the System for Award Management (SAM). In order for a proposal (R&D or CSP) to be considered for or to receive funding, the investigator’s organization will need to register at the SAM website (https://www.sam.gov/portal/public/SAM/). This is a critical part of the process as EOARD is unable to award a grant without this registration. EOARD is unable to process fully a proposal without an active SAM registration; therefore, we encourage SAM registration be completed simultaneous with proposal submission to the PO. Note that SAM registration requires renewal on an annual basis, but that renewal is usually straightforward if accomplished before the annual expiration.

We suggest that the business office, rather than the individual investigator, get involved with the procedure to register the university/institution. It can be a lengthy process, so the investigator must begin the process early if they plan to apply for an EOARD grant. Maintaining an active registration for the entire period of performance is a required condition of the grant. 

Active SAM registration applies to ONRG and ITC-PAC as well; it appears that all US Government agencies are using this system so it would be better if registration were done through your university Business Office rather than by the individual investigator.
